4 Procedures

4.1 Filling a vacancy by acting (temporary deployment)

Principals/line managers will facilitate acting (temporary deployment) if the:

  • vacancy is less than six months with no possibility of extension or permanency;
  • vacancy is greater than six months with no possibility of permanency; or the
  • vacancy has a possibility of permanency.

Guidelines
If there is the possibility of extending a temporary arrangement or of making it permanent, this should be communicated to the candidate being considered for a short-term acting opportunity because selection and advertising requirements vary depending on the duration of the vacancy and whether or not it may become permanent.

In offering acting opportunities, consideration should be given to balancing the operational needs of the workplace with employee interests.

4.1.1    Vacancies of less than six months with no possibility of extension or permanency

Principals/line managers will:

  • conduct an individual or competitive assessment of merit; and
  • document their decision.

Guidelines
Vacancies of less than six months with no possibility of extension or permanency, filled either by an individual assessment of merit or an expression of interest (EOI), are not subject to the breach of standard process.

Redeployment clearance (see 4.1.2 Guidelines) is not required.

4.1.2    Vacancies greater than six months with no possibility of permanency

Principals/line managers will:

  • obtain redeployment clearance for vacancies to be advertised;
  • advertise vacancies through an internal expression of interest or externally on Jobs WA, and in print or electronic media (optional), as appropriate;
  • document any possibility of an extension in the original advertisement; and
  • following advertising:
    • conduct a competitive assessment of merit; and
    • notify unsuccessful applicants or their right to lodge a breach of standard claim.

Guidelines
The Education and Training Shared Services Centre HR Services Branch is responsible for redeployment clearance for all school administrator and public service positions in central office and regional offices. The School Staffing Services directorate is responsible for redeployment clearance for all non-teaching positions in schools.

Section 3.8 of the Commissioner’s Instruction: Filling a Public Sector Vacancy states: “Acting opportunities greater than six months, that do not have the possibility of becoming permanent, can be circulated as appropriate within a public sector body as an expression of interest.” Line managers may choose to restrict the expression of interest (EOI) within certain schools, groups of schools or other worksites within the Department.

In school contexts, it may be necessary to exceed a strict six-month period due to school term breaks in some circumstances. For example, if a temporary arrangement is put in place late in Term 1 to backfill an employee on leave for an expected five months and the employee does not return for unforeseeable reasons, it may be necessary to extend the temporary arrangement to the end of Term 2. An extension of this kind for 4-6 weeks, to accommodate the delayed return, is acceptable.

4.1.3    Vacancies with a possibility of permanency

Following necessary redeployment clearance, principals/line managers will:

  • advertise the vacancy externally on Jobs WA and in print or electronic media (optional), as appropriate; and
  • document the possibility of permanency in the original advertisement.

Following advertising, principals/line managers will:

  • conduct a competitive assessment of merit;
  • document the possibility of permanency in all notification to applicants; and
  • ensure unsuccessful applicants are notified of their right to lodge a breach of standard claim.
