OVERVIEW OF CHANGES – NEW POLICIES

Redeployment of Level 4, 5 and 6 Principals
The Redeployment of Level 4, 5 and 6 Principals policy details the redeployment placement process used when level 4, 5 and 6 principals are displaced as a result of school closures and amalgamations or school reclassifications.


OVERVIEW OF CHANGES – REVISED POLICIES

Advertising and Logo Use
The Advertising and Logo Use policy has been amended to incorporate the new Department of Education and Training (the Department) logo.

In the policy, all references to the old Department logo have been replaced with the new Department logo and a statement that schools are exempt from using the new Department logo has been included in the Background section.
 

Community Use of School Facilities and Resources
Changes have been made to ensure the Community Use of School Facilities and Resources policy is consistent with requirements of the School Education Act 1999, the School Education Regulations 2000 and the Minister’s Instrument of Delegation 2006.

The following additions have been made to the policy:

  • the addition of a procedure stating that licences over a period of two years (with a five year maximum) must be signed by the Minister (principals are only authorised to sign licences of up to two years in duration);
  • principals are authorised to enter into contracts for the supply of services only up to a limit of $20 000; and
  • the inclusion of GST in the Licence for Use agreement.
     

Contributions, Charges and Fees
An amendment to the Contributions, Charges and Fees policy has been made to section A.2 – Boarding Away From Home Allowance (BAHA). The allowance has been increased from $1,215 to $2,000 per student per year to eligible parents, as a result of the Government’s election promise to increase the State’s contribution to the allowance.


Declaration of Local-Intake Areas for Schools
The Declaration of Local-Intake Areas for Schools policy has been updated with new lists for 2009.


Delegations under the School Education Act 1999 and School Education Regulations 2000
The following amendments have been made to the Delegations under the School Education Act 1999 and School Education Regulations 2000:

  • the addition of two current instruments of delegation into the Background section;
  • the addition of section 53 of the School Education Act 1999 to the delegations for Executive Directors Metropolitan, Regional and Remote Schools;
  • the addition of delegations for the Executive Director School Support Programs; and
  • the amendment of the title Executive Director Human Resources to Deputy Director General Workforce.
     

Enrolment
Changes have been made to the Enrolment policy in section 6.10 relating to disputes to enrolment decisions. Directors Schools now have the flexibility to determine whether a district panel is required or not. This change aligns the policy with current practice in district education offices.

The visa sub-class table in section 6.5.1 has also been updated. Visas 487 – Skilled Regional Sponsored (provisional) and 496 – Skilled Regional Sponsored (provisional) Dependent are now eligible for English as a Second Language Support.


Financial Management in Schools: Finance and Accounting
Section 5.3.3 - Banking of Moneys in the Financial Management in Schools: Finance and Accounting policy has been updated as the Director General received approval from the Under Treasurer to vary the frequency of banking for schools.


Official Opening of School Buildings
The change in government at both the state and federal levels has necessitated some revisions to nomenclature in the Official Opening of School Buildings policy.


Policy Development, Approval, Publication and Implementation
The Policy Development, Approval, Publication and Implementation policy has been reviewed and updated to reflect current practice.


Private Tutors
The procedures in the Private Tutors policy have been updated with a requirement that private tutors require both a National Criminal Record History Check and a Working with Children Check.


Religious Education
The Religious Education policy has been reviewed and no changes were required to the content of the policy. The policy has been formatted to align with the current policy template.


School Development Days 2009
The School Development Days 2009 policy has been formatted into the policy template and to reflect current practice, and the school development day dates have been updated for 2009. The designated day of school development for senior school teachers on day one of Term 3 has also been included, as per the Ed-e-Mail from the Deputy Director General Schools on 17 December 2008 (section 5.2).


VET Fees and Charges 2009
The VET Fees and Charges 2009 policy went through its annual review and changes were required for the policy to reflect the fee structure for 2009 to take into account CPI increases. The CPI rate under section 6.1.3 was changed from 3.1% to 3.25% and there were amendments to the course fees in the table under section 6.1.1. The policy has been updated to reflect changes to the Vocational Education and Training Regulations 1996 regarding the waiver of fees for students enrolling in children services courses.
 

Vocational Education and Training for School Students
The change in government and the appointment of two Ministers, one for Education and one for Training, has necessitated some revisions to nomenclature in the Vocational Education and Training for School Students policy.


OVERVIEW OF CHANGES – REMOVED POLICIES

CEO Instruction - Protocols for Visiting Dignitaries in Public Schools
The CEO Instruction was removed as these protocols have been included in the Visitors on School Premises and Official Opening of School Buildings policies, and is also referred to in the Correspondence Protocols.

Department of Education and Training Ministerial Officers General Agreement 2008
The Department of Education and Training Ministerial Officers General Agreement 2008 replaces the Department of Education and Training Ministerial Officers General Agreement 2006.


Government Officers Salaries, Allowances and Conditions General Agreement 2008
The Government Officers Salaries, Allowances and Conditions General Agreement 2008 replaces the Government Officers Salaries, Allowances and Conditions General Agreement 2006.


Public Service General Agreement 2008
The Public Service General Agreement 2008 replaces the Public Service General Agreement 2006.
