OVERVIEW OF CHANGES – NEW STRATEGIC PLANS

Reconciliation Action Plan (draft)
The draft Reconciliation Action Plan identifies actions that will be taken by the Department and TAFEWA colleges to build partnerships with Aboriginal Australians and improve education and training outcomes for Aboriginal students. It was developed in consultation with parents, Aboriginal communities and staff from regional, remote and metropolitan locations and is underpinned by the guiding principles of relationships, respect and opportunities.

 

OVERVIEW OF CHANGES – NEW POLICIES

National Assessment Program Literacy and Numeracy (NAPLAN) Testing – CEO Instruction
As a result of the National Education Agreement, all Western Australian public schools are required to conduct the NAPLAN tests. Principals and teachers are reminded that they are required to perform the duties necessary for the administration and implementation of the NAPLAN testing in public schools.


Substantive Equality
This policy sets out the Department’s commitment and response to the Western Australian Government Policy Framework for Substantive Equality with the objective of identifying and ameliorating any areas of systematic racial discrimination, with a focus on Indigenous and ethnic groups.

Advertising and Logo Use
The ‘Public Schools Advertising Approval Form’ in Appendix B has been replaced.


Advertising and Sponsorship
The Advertising and Sponsorship policy has been retitled the Sponsorship policy.


Child Protection
These following minor amendments have been made to the Child Protection policy:

  • Addition of information relating to TAFE lecturers under the definition of ‘Mandatory Reporter’;
  • Addition of procedures under sections 6.1.1 and 6.1.3 regarding the mandatory reporting of sexual child abuse before 1 January 2009; and
  • All references to the ‘Child Protection Squad’ have been replaced with ‘Child Abuse Squad’.


Delegations Under the School Education Act 1999 and School Education Regulations 2000
Amendments have been made to section 5.10 – Directors Schools, regarding the School Education Regulations 2000 Chief Executive Officer’s Instrument of Delegation No 1 of 2008.


Domestic Travelling Allowance
Section 3.3 has been replaced by a statement with a reference to relevant award rates as the existing content did not provide a complete and correct interpretation of the award agreement. The award agreements listed under the Relevant Legislation and Authority section have also changed.


Enrolment
The WA Public School Student Enrolment Form has been removed from Appendix D, and replaced with a link to the Our Policies website, where the WA Public School Student Enrolment Form can be found as a separate document.


Exclusions
A minor change has been made to the procedure for section 4.1.6.


Excursions: Off School Site Activities
The guidelines in section 4.9.1 have been amended to include a recommendation that schools organising or managing overseas excursions/exchanges use the Department of Foreign Affairs and Trade Register of Australian Overseas and Smartraveller, the Australian Government’s travel advisory and consular service to help keep track of students.

The table outlining the schedule of dates for Working With Children Checks under section 4.1.4 has been removed as it no longer has currency.


Official Air Travel
The ‘Travel Reporting Declaration Form’ in Appendix G has been updated. The form has been revised to include the name of the passenger and flight details which are now required for reporting purposes.


Ministerial Guidelines Relating to Commercial Activities by Public Training Providers 2009
This document provides Ministerial Guidelines for TAFEWA Colleges' commercial activities, and includes policy details for implementation. It supersedes the Fee for Service and Public Training Provider Commercial Activities guidelines.


Recruitment, Selection and Appointment of Principal and Deputy Principal Positions
Deputy principals will be recruited, selected and appointed using the same policy as principals. The Recruitment, Selection and Appointment of Principal Positions policy has been revised to include references to deputy principals.


Recruitment, Selection and Appointment of Principal Positions
The Recruitment and Selection of Level 4, 5 and 6 Principal Positions policy has been reviewed and updated to include Level 3 principals. A minor amendment has been made to the wording of the policy statement. A reference to the new Principal Redeployment policy has been added, and a reference to internal ETSSC processing procedures has been removed.


Redeployment of Principals and Deputy Principals
Deputy principals will be redeployed using the same policy as principals. The Redeployment of Principals policy has been revised to include references to deputy principals.


Research Conducted on Department of Education and Training Sites by External Parties
A minor amendment has been made to the checklist in Appendix A, reflecting changes regarding requirements for Working With Children Checks.


Travel and Accommodation Allowance (TAA)
This policy has been revised, and renamed to Travel and Accommodation Allowance for Apprentices and Trainees.


Workplace Learning
This policy has been reformatted to meet the requirements of the Department’s new Our Policies website. There have been no changes to the content of the policy.

This document has been superseded by the Ministerial Guidelines Relating to Commercial Activities by Public Training Providers 2009.


Hazardous Materials - Handling of Suspect Mail and Packages - CEO Instruction
This document has been incorporated into section 8.12 of the Emergency and Critical Incident Management Plan Template.


Public Training Provider Commercial Activities
This document has been superseded by the Ministerial Guidelines Relating to Commercial Activities by Public Training Providers 2009.

This addendum to the Emergency and Critical Incident Management policy details the roles and actions of the Department and WA Police when an incident involving both agencies occurs.

 

OVERVIEW OF CHANGES – REVISED GUIDELINES

Emergency and Critical Incident Management Plan Template
Minor amendments have been made to this document, to correct a technical glitch.


Guidelines for Preparing Valedictory Letters
This document has been amended to include an additional paragraph under section 2 (b) and a change to the wording of the template for valedictory letter (20+ year continuous service) in Appendix F.


Intellectual Property Guidelines for TAFEWA Colleges 2009
The Intellectual Property Guidelines for TAFEWA Colleges 2008 have been renamed, and revised to reflect recent amendments to the Vocational Education and Training Act 1996, which provide TAFEWA colleges with a clear and primary function to sell and/or otherwise commercially exploit their own intellectual property.


Publications Writing Style Guide
Some minor amendments have been made to this document, regarding references to a period of years.


Salary Packaging Information Guide - June 2009
The Salary Packaging Information Guide has been updated to include information about recent changes to salary packaging arrangement relating to notebook computers as the result of amendments to fringe benefit and income tax laws. The document has also been amended to include information about restrictions surrounding the salary packaging of luxury cars.


Support Material for Research Conducted on Department of Education and Training Sites by External Parties - Information Letter and Consent Form Templates
Some minor amendments to this document have been made, with the contents page and section headings updated.

Departmental Insurance Covers - RiskCover Fund Guidelines
The Departmental Insurance Covers – RiskCover Fund Guidelines document has been replaced with the Department of Education and Training: Summary of Insurance Cover. This document provides a broad overview of the classes of cover provided to the Department as a participating member of the RiskCover Fund.
