The Department has developed a procedures and guidelines document to be used when students are participating in any structured activity in or around a water environment. Some examples of these activities might be:

  • swimming and water safety instruction e.g. primary school in-term swimming lessons, second school swimming instruction;
  • outdoor pursuits, physical recreation and sport e.g. water polo, wave skiing, surfboard riding, snorkelling and lifesaving classes;
  • outdoor education - expeditions as part of the school curriculum on or near water e.g. canoeing, sailing, hiking and caving near water; or
  • a picnic with pre-primary students near a river, where they may participate in shallow water paddling.

A water-based excursion is any excursion where activities occur in or around water and present a risk to the safety of students.

The procedures and guidelines cover topics such as:

  • relevant legislation;
  • assessing and minimising potential risks;
  • determining the required level of supervision;
  • establishing supervision strategies;
  • identifying students, teacher in charge and supervisors;
  • providing parents/guardians with information about and seeking consent for student participation in activity;
  • emergency response plan;
  • briefing students and supervisors about responsibilities and obligations.
