In April 2001 the Minister for Education and Training announced a comprehensive review of educational services for students with disabilities in government schools. There were two stages to the Review and both have been acknowledged as being broad based and comprehensive consultative processes. The Review was supported by independent research and information analysis. During Stage 1 it was recommended that the educational needs of students with disabilities be considered in the context of other students with a range of difficulties with learning. Public submissions were invited from key stakeholders. Over 250 submissions were received from:
Analysis of information gathered resulted in the development of major recommendations and the seven principles of inclusive education. The principles describe the characteristics of an education system that would deliver quality programs, services and supports for students with disabilities and those with a range of difficulties with learning. Findings and recommendations were published in the Stage 1 Discussion Paper [PDF 160kb] and used as a foundation for further consultation and feedback.
