The role of the District Directors is to provide strategic leadership and education leadership within the district. The District Directors take a leadership role in the implementation of system-wide strategic initiatives and government policy expectations. They work with school administrators to ensure that schools are cognizant of strategic priorities and system policies. The District Directors ensure that schools are provided with support and advice on departmental policy and procedure, and oversee all ministerial correspondence and briefing notes, complaints management and local area education planning.
The District Directors establish performance management agreements with principals, focused on school performance measured through student outcomes and school effectiveness. Performance agreements also provide avenues for professional growth.
The District Directors assure the quality of each school’s self-review and improvement planning using system standards and data collected and analysed by the school. They also facilitate induction, professional development and succession planning for school administrators.
The District Directors, through educational leadership, quality assurance processes and school support ensure that the delivery of education in the district is coordinated so as to meet policy requirements and to achieve specified educational outcomes.
The Manager, Education Services has day-to-day responsibility for the functions and operations of the School Service Cluster. The Manager, Education Services is responsible for all support to schools in the School Service Cluster in the areas of Aboriginal Education, Curriculum and Student Services. This involves the development and maintenance of a multi-disciplinary approach integrating the teams to provide a highly professional, skilled team to meet the teaching and learning needs of students and teachers.
The Manager, Education Services chairs the Canning, Albany, Goldfields, Esperance (CAGE) District Service Area Council, taking advice to ensure effective and efficient support to district offices and schools within the Service Area.
The Manager, Education Services has end of line responsibility for the efficient deployment of district resources to meet the expectations of the system and the identified needs of schools, and ensures the alignment of central office, district office and schools on all policy and operational issues.
The Manager, Education Services develops partnerships and networks with the Universities, TAFEWA, the Curriculum Council and Subject Associations to enhance service provision to schools in the District Service Area.
The Manager, Operations is responsible for the operational management of the district office. The Manager, Operations provides professional, administrative and operational support to the District Director. A major responsibility is the implementation of system-wide strategies and programs, which provide support to schools. Communication with schools and central office, liaison with the media, public relations in the wider community are coordinated through the Manager, Operations. The Manager, Operations is an office bearer on various committees and working groups within the District; coordinates briefings, supports documents, reports and ministerial reports for the Directors and coordinates projects as directed.
The Manager, Operations is often the first point of contact for schools and parents within the district particularly in the handling of enquiries, concerns and complaints. The Manager, Operations works alongside the Manager, Education Services, the Managers Student Services and the Manager, Curriculum Services.
The Manager, Operations assists schools and parents and provides professional advice on the application of the Education Act and the Regulatory Framework, and legal issues.
The Principal Consultant (LAEP) works closely with the District Directors to manage the Local Area Education Planning Process within the Canning Education District. The LAEP Consultant uses the process to engage groups of school communities or a single school in planning to provide their students with: access to a better range of curriculum choices, specialist programs and quality facilities through the improved use of current and future educational resources. LAEP is the process for reviewing the Department's provision of education throughout the state.
LAEP PRINCIPLES
The Principal Consultant is responsible for the development and promotion of strategies to support school leaders in effectively leading self-assessment and School Review processes in public schools.
The Principal Consultant provides high level, quality and timely support and advice to the Canning Education District, the District Directors, key stakeholders and other interested parties on complex issues affecting the development of School Review processes in Canning District Schools.
The Principal Consultant works collaboratively with the District Directors and is responsible for initiating, formulating, managing and promoting best practice with respect to School Review processes for school leaders. The position is responsible for assisting school leaders to identify School Review self-assessment needs and to establish structures and processes to enhance professional growth across a range of educational settings.
The Principal Consultant also provides advice and support to principals across a range of leadership issues, as and when required.
The Coordinator, Corporate Services provides a full financial management service to the Directors and the School Service Cluster, as well as specialist advice and support to schools in the Service Area.
The Coordinator, Corporate Services is responsible for the accurate dissemination of policy and procedural guidelines, and facilitates professional development processes for school administrators in financial management, contract management, property services and non-teaching staff appointment.
The Coordinator, Corporate Services develops succession planning processes for all corporate services positions.
The Corporate Services Officers monitor the implementation of departmental policy in the area of property and services and coordinates contract services in the district. A key part of the role is the early identification, management and/or referral of problems and issues relating to property management.
The Corporate Services Officers assist with the deployment of non-teaching staff in schools and the district office. The role includes application of the general staffing formula and coordination of staffing needs in relation to such issues as redeployment, merit selection, specially funded contracts and school-funded appointments.
The Finance and Administration Officers work directly with schools to provide support in financial management policy and procedures. They provide an advisory service to staff in schools to facilitate the operations of school-based financial management; and support professional development programs for school administrators and registrars.
The Administration and Information Technology Support Officer manages the delivery of effective and efficient administrative and IT support service within the District Office. Assists with the delivery of asset management, human resource management and property services within the District Office. Provides advice and support to district offices, schools and the public on policy and procedural issues.
The Administrative Assistants and Clerical Assistants assist the Directors and district office personnel in the day-to-day operations of the district office through the provision of general administrative, clerical and financial duties.
